Based on all previous years that I can remember, any/all random placed/orientated objects are decided and positioned after hands off.
I could be wrong, but I think the FAQs have stopped now that GCER has begun. But I can answer your question using the most recent rule document.
"Botguy and the Red Sample Cube will be placed in the middle of the pathway, one on each side. The side and orientation of each will be randomly determined after “hands off”. Botguy will be positioned so that his wheels straddle the black line."
